U.S. Government to Loan Brazil's Petrobras $10 Billion

The U.S. government is preparing to provide up to $10 billion in loans to finance the development of massive hydrocarbon reserves off Brazil's coast thought to contain 80 billion barrels of high-quality crude, an amount that could lead to a six-fold increase in Brazil's current proven reserves and transform that nation into one of the world's 10 largest oil producers.


RIO DE JANEIRO – The U.S. government is prepared to provide up to $10 billion in loans to finance the development of massive hydrocarbon reserves off Brazil's coast, a Brazilian official said Wednesday.

President Barack Obama's national security adviser, Gen. James Jones, discussed the matter with officials this week during a visit to the South American country, Brazilian Planning Minister Paulo Bernardo da Silva told reporters.

He said the U.S. Export-Import Bank already has signed a letter of intent in that regard with Brazilian state oil company Petrobras.

The loan is equal in value to a similar credit line agreed to with the China Development Bank, also for exploiting Brazil's "pre-salt" area, so-named because the estimated 80 billion barrels of high-quality crude in that new oil frontier lie far beneath the ocean floor under layers of rock and an unstable salt formation.

Under the agreement with the Chinese state bank, finalized during Brazilian President Luiz Inacio Lula da Silva's visit to Beijing in May, Brazil can repay the loan facility with oil as opposed to cash.

According to the government's projections, the pre-salt reserves – located at a depth of up to seven kilometers (4.3 miles) below the ocean surface in an 800-kilometer by 200-kilometer area – could eventually lead to a nearly six-fold increase in Brazil's current proven reserves of 14 billion barrels and transform that nation into one of the world's 10 largest oil producers and a major crude exporter.

Petrobras plans to invest close to $29 billion through 2013 to develop the pre-salt deposits in which the company already holds concession rights.

Petrobras is projecting that some 1.3 million barrels per day can be extracted by 2013 from the pre-salt fields and 1.8 million bpd by 2020.

The Tupi field, which is believed to contain between 5 billion and 8 billion barrels of oil and was the first to be exploited in the pre-salt region, is considered to be the largest hydrocarbon discovery in the Americas in the past 30 years.

Other large oil and natural gas fields were later found nearby, also under a thick bed of salt.

But Brazil has been forced to seek external financing because the fields pose an enormous technical and financial challenge due to the depth and thickness of the salt and the drastic changes in temperature as the oil is brought to the surface.

Acknowledging that Petrobras alone is not capable of developing the massive pre-salt reserves, Brazil announced in May that it will invite international oil companies to bid for concessions in that region beginning next year.

The country had previously halted the sale of concessions after the massive finds were made.

Petrobras, an integrated energy company and the global leader in deepwater oil exploration and production, operates in 27 countries in the Americas, Africa, Asia and Europe.

Shares of Petrobras, Brazil's largest corporation, trade on the Sao Paulo, New York, Madrid and Buenos Aires stock exchanges, but the Brazilian government retains control through a golden share.

What does he mean by that? That BP is going to pay $20 billion to, say, the fishermen?
That's not my understanding of things.
BP must put $20 billion on a seperate bankaccount.
That bankaccount earns them some intrest. No taxes. But can't be invested either.
They have to pay damages. But how much? To who? If you want to get compensated just call the BP lawyer. I used the word "lawyer" so I assume I can end this post because it's all clear now....

Which means, they draw interest on it and probably keep that interest. Which means it's in their best interests to keep that account as hefty as they can, for as long as they can. wow...all our screaming about supertankers might be finally paying off.  At last, one supertanker edges closer to the Gulf as it tries to overcome EPA and Coast Guard scrutiny.  If anyone thought the EPA or the Environmentalists cared about the environment or people, this oil spill  has been an eye opener.  Power and control for their own ends, maybe, holding the Gulf hostage for their partisan energy bills maybe,  but this one supertanker claims it can do in one day what Obama, the EPA, and the Coast Guard have done in 70 days--why has this taken so long and why not bring in more of these giant ships?  Bring them in from all over the world!  


Giant oil skimmer makes stop in Norfolk on way to Gulf oil cleanup


NORFOLK —
After making a brief stop in Norfolk for refueling, U.S. Coast Guard inspections and an all-out publicity blitz intended to drum up public support, a giant tanker billed as the world's largest oil skimming vessel set sail Friday for the Gulf of Mexico where it hopes to assist in the oil-cleanup effort.

The Taiwanese-owned, Liberian-flagged ship dubbed the "A Whale" stands 10 stories high, stretches 1,115 feet in length and has a nearly 200-foot beam. It displaces more water than an aircraft carrier.

Built in South Korea as a supertanker for transporting oil and iron ore, the six-month-old vessel was refitted in the wake of the BP oil spill with 12, 16-foot-long intake vents on the sides of its bow designed to skim oil off surface waters

The vessel's billionaire owner, Nobu Su, the CEO of Taiwanese shipping company TMT Group, said the ship would float across the Gulf "like a lawn mower cutting the grass," ingesting up to 500,000 barrels of oil-contaminated water a day.

But a number of hurdles stand in his way. TMT officials said the company does not yet have government approval to assist in the cleanup or a contract with BP to perform the work.

That's part of the reason the ship was tied to pier at the Virginia Port Authority's Norfolk International Terminals Friday morning. TMT and its public-relations agency invited scores of media, elected officials and maritime industry executives to an hour-long presentation about how the ship could provide an immediate boost to clean-up efforts in the Gulf.

TMT also paid to fly in Edward Overton, a professor emeritus of environmental sciences at Louisiana State University, to get a look at the massive skimmer.

Overton blasted BP and the federal government for a lack of effort and coordination in their dual oil-spill response and made a plea to the government to allow the A Whale to join the cleanup operation.

"We need this ship. We need this help," Overton said. "That oil is already contaminating our shoreline. We've got to get the ship out there and see if it works. There's only one way to find out: Get the damn thing in the gulf and we'll see."

TMT officials acknowledged that not even they're sure how well the new skimming method will work, noting that it appeared to perform well in limited testing last week.

"This concept has never been tried before," said Bob Grantham, a TMT project officer. "But we think we can do in maybe in a day and a half what these other crews have done in 66 days. We see the A Whale as adding another layer to the recovery effort."

Virginia Transportation Secretary Sean T. Connaughton said the McDonnell administration "still has great interest in offshore oil development in Virginia" and supports the A Whale's effort to assist in the cleanup.

To join the fight, the ship also might require separate waivers from the Coast Guard and the U.S. Environmental Protection Agency.

The A Whale — pronounced along the lines of "A Team" because there is a "B Whale" coming — is designed to work 20 to 50 miles offshore where smaller skimmers have trouble navigating. The ship would take in oily water and transfer it into specialized storage tanks on the flanks of the vessel. From there, the oil-fouled seawater would be pumped into internal tanks where the oil would separate naturally from the water.

After the separation process, the oil would be transferred to other tankers or shore-based facilities while the remaining water would be pumped back into the gulf.

Because the process wouldn't remove all traces of oil from the seawater, TMT will likely have to gain a special permit from the EPA, said Scott H. Segal of the Washington lobbying firm, Bracewell &Giuliani, which TMT has retained to help negotiate with federal regulators.

"The simple answer is, we don't know what the discharge will look like until we can take A Whale out there and test it," Segal said. TMT will work with regulators to determine an appropriate level of oil that can be contained in the ship's discharge.

TMT also is firm is working with the Coast Guard to gain approval to operate in the gulf, which may require a waiver from a 90-year-old maritime act that restricts foreign-flagged vessels from operating in U.S. waters, said Bob Grantham, a TMT project officer.

Connaughton, the former federal Maritime Administrator, said he doesn't believe the A Whale would require a waiver from the Jones Act, a federal law signed in 1920 that sought to protect U.S. maritime interests.

Coast Guard inspectors toured the ship for about four hours on Thursday to determine the ship's efficacy and whether it was fit to be deployed, said Capt. Matthew Sisson, commanding officer of the Coast Guard's Research and Development arm in New London, Conn.

"We take all offers of alternative technology very seriously," Sisson said. The ship, he said, is "an impressive engineering feat."

He would not offer a timetable for Coast Guard approval of the vessel, but said he will try to "turn around a report ... as soon as humanely possible."

Of course, even if the ship gains approval to operate in the gulf, its owners expect the company to be paid for its efforts.

"That's an open question," Segal said. "Obviously, (TMT) is a going concern and its people would need to be compensated for their time and effort."

That's the difference between the spirit and the law. The law says no it can't be done, but the spirit is eager to help.

Why can't the fools make an exception for just one supertanker, police officers make exceptions every day so why can't the politician's.

The Democratic congressional majority has had little stomach for its duty of overseeing the Obama administration. Unfortunately, this has resulted in strictly partisan oversight as Republicans on the House Government Reform and Oversight Committee step into the vacuum. But at least there's someone keeping an eye on this administration, because the press hasn't always been so hot on it.

Rep. Darrell Issa, R-Calif., the committee's ranking member, has announced he will release a report later today on the oil spill response. It appears to bolster criticisms from both the Left and the Right that have rained down on the administration since this disaster began.

Here is part of the preview he provides:

Phantom Assets

"The number of assets claimed [by the White House], however, does not appear to match what is actually in the field. This is corroborated by Plaquemines Parish President Billy Nungesser, who shared a similar story with investigators. BP and Coast Guard provided Mr. Nungesser with a map of the Gulf allegedly pinpointing the exact locations of 140 skimmers cleaning up oil. Sensing that the chart may have been somewhat inaccurate, Mr. Nungesser requested a flyover of the assets for verification. After three cancelled trips, officials admitted to Mr. Nungesser that only 31 of the 140 skimmers were ever deployed. The rest were sitting at the docks. According to Mr. Nungesser, the chart appeared to have been fabricated."

Obama's 'Command-and-Control' An Illusion:  Who's In Charge?

"Parish officials maintain that the federal government has not been in control since day one. In four separate interviews, senior-ranking Parish officials described how, until the President's visit on May 28, 2010, BP was in charge. According to one official, "until two weeks ago [after the President's May 28, 2010, visit], BP was in charge and the Coast Guard looked to them for direction." Furthermore, "Coast Guard asks BP," not vice-versa. When specifically asked to agree or disagree with the assertion that the federal government had been in control since day one, another official firmly disagreed. Mr. Nungesser told staff that "today, I can't tell you who is in control," and invited committee investigators to visit the command center to see for themselves."

Resources Used as Bargaining Chip to Mute Criticism

"In some instances, it appears that equipment is provided simply to quiet public criticism. Mr. Nungesser, who has frequently appeared on local and national television, was apparently visited by two White House officials at his office on Fathers' Day.  According to Mr. Nungesser, the purpose of their visit was to find a way to keep him from calling attention to the lack of equipment. Specifically, they asked him, "What do we have to do to keep you off tv?" He simply replied, "give me what I need."  On another occasion, Placquemines Parish officials requested 20 skimmers at a town hall meeting held by the Coast Guard. According to Mr. Nungesser, "They gave us two skimmers to shut us up." These accounts raise serious questions about whether the Administration is more concerned with fighting a public relations battle than combating the oil spill."

Federal Response Ties Hands of Local Assets

"LaFourche President Charlotte Randolph told committee staff that "we would have liked to have played offense. Would like to have made an effort to collect at the site instead of the shoreline." This belief is echoed by a Jefferson Parish official who, within days of the explosion, warned BP and the Coast Guard that oil was rapidly approaching and requested that they deploy equipment to prevent it from reaching shore. The local official told committee investigators that, "they all said 'don't worry about it."  A St. Bernard Parish official, who described the situation as the "slowest and most ineffective response," made an emotional plea to "give us the equipment." There are approximately 700 fishermen in his Parish trained and ready to deploy boom as quickly as the Coast Guard can supply it. Despite multiple requests, however, the supplies are not flowing into the area. As he describes, "it's like giving me a [gun] with no bullets; it's just a paperweight." Accounts such as these not only cast doubt upon the timeline's credibility and the White House accounting of deployed assets, but also call into question the command-and-control structure producing these results."

Oil Spill Media Access: Reporters Still Given The Runaround Even As Public Health Concerns Mount

One of the first things BP did after oil started gushing into the Gulf was to spray more than 1.1 million gallons of a dispersant with the optimistic name "Corexit" onto the oil. Then BP hired Louisiana fishermen and others to help with cleanup and containment operations. About two weeks later, over seventy workers fell sick, complaining of irritated throats, coughing, shortness of breath and nausea. Seven workers were hospitalized on May 26. Workers were engaged in a variety of different tasks in different places when they got sick: breaking up oil sheen, doing offshore work, burning oil and deploying boom. BP officials speculated that their illnesses were due to food poisoning or other, unrelated reasons, but others pointed out how unlikely these other causes were, since the sick workers were assigned to different locations.

Reminds me of the e-sigaret we had here for a month or so.
It was an electronic sigaret with no tar. Little nictotine and is smoked/steamed like  a real sigaret.
Long story... it was banned because nicotine is unhealty.
But it was far more healty as a normal sigaret with tar and far more nicotine.


Same is going on with A Whale if I undferstand the article.
It sucks up oil/water, cleans it a certain amount and pumps back a oil/water mixture back in the sea. Still polluted water.
Under normal circumstances that's a good law. But now it simply means a method that takes out 70% (my number) is out lawed because of that rule.

US accepts international assistance in dealing with massive oil spill in Gulf of Mexico

WASHINGTON (AP) -- The United States is accepting help from 12 countries and international organizations in dealing with the massive oil spill in the Gulf of Mexico.

The State Department said in a statement Tuesday that the U.S. is working out the particulars of the help that's been accepted.

The identities of all 12 countries and international organizations were not immediately announced. One country was cited in the State Department statement -- Japan, which is providing two high-speed skimmers and fire containment boom.

More than 30 countries and international organizations have offered to help with the spill. The State Department hasn't indicated why some offers have been accepted and others have not.
