just want to add . .I think Card is really on to something with this, so long as we don't put too much emphasis on these guys as bodies of flesh . . .I think it's WAY much more about the fact that they signify the law and the prophets . . they were the other two elements IN the ark of the covenant.  Stone tablets (law) Aarons rod that budded (spirit/prophets) and the manna (Christ).  I believe THAT is why they appeared at the mount of transfiguration.  God was revealing is innermost heart that day by showing the disciples . .only three of the twelve, those who were closest to Jesus were enabled to see this . . . but the Father was showing the disciples that he was bringing healing back to his broken heart.

The three elements had been separated ever since Israel lost the ark to the Philistines way back when Samuel was just coming into his role as Israel's last judge.  When Eli, his prophetical predicessor fell of whatever it was he was setting on and the weight of his own fat snapped his neck . . . his disrespectful sons, who were also priests, died that day, they lost the battle they were fighting, they lost the ark that they worshiped so much as well.  And since that day, the only thing that returned when the ark came back was the stone tablets.  The life/spirit and the manna were removed and all they had to live by from then on was the hard, cold law.

"That's" what God was showing to Peter, James and John . . .he was healing his heart with man once again.
