okay..I am confused, no matter what tranlation bible I got my hand on, it said the same thing...

Are the bible saying there a evil force in heaven?!

The Heavens [ High ]-places ] often refer to the Mind\soul , that of the Carnal man, this mind being enmity to HIM, and also the SPIRITUAL man, THE MIND of Christ , our battle is laying down [dying daily] the carnal mind ,learning obedience to HIS mind In us..., [till our SOUL becomes ONE with HIM.].which is HIS WILL[choice] being  done through US

The simple version is YES, but allllllllllllllllll heavenly places is Spiritually talking about the heavenly places of each human on earth... in a heavenly place because all have been (past tense) moved to the position of IN a part of the owner/bought and paid for -all things-/Christ.

simpler version, all things are Christ's , and thus those of us that have not 1 been moved by God don't know that we have God, 2 those that are aware that we are being molded by God some times go after their leader(the lazy ones) and get side tracked by false systems, 3 when we come to that understanding that we can deal with God one on one, than it sometimes take years to understand the leadings of Spirit because of the false beliefs taught to us by unspirited men. 4 even when you know that you and God are One, it still takes your life time on earth to experence the little that we as still human can understand and IT is really still all about the trip that takes us there. AND the trip involves Grace which is: The Devine influance upon the human (changed) Heart, and IT'S Reflection in the Life of the USER. -that you show God in you to Humanity,,,,, and those that have evil as a reflection are those that still use the power of the 5 senses as their source of power to reflect to humanity their image, (Carnality)  Thus the power that be...

It's speaking of at those in high places in the old covenant. Those entrusted with he oracles of God. Thus heavenly places.
The princes of that world that Crucified Jesus.

The church as the transitional body from old to new was place far above them in the heavenly places.
