The place in the Old Testament in which that phrase appears is in Jeremiah:  "Then shall ye call upon me, and ye shall go and pray unto me, and I will hearken unto you. And ye shall seek me, and find me, when ye shall search for me with all your heart." (Jer 29:12-13)

I think it behooves us to note that God says, first we pray, and then He listens, and then we seek Him.  After He has revealed Himself as existing, then we can go and seek and find Him.  First He has to tell us He is, and that we are to go look for Him, and then He has to tell us where to look.  Otherwise where would we look, it is best to seek Him where He may be found.

The New Testament uses the phrasing a few times, but, the only time Christ actually says anything about seeking Him specifically (and not a general encouragement), He says this:  "Ye shall seek me, and shall not find me: and where I am, thither ye cannot come." (Joh 7:34)

May I encourage you to please keep verses in context, IMO the ones you mentioned actually say the opposite of what you imply they do.

Easily!! Any teacher worth their salt can bypass any student's refusal to learn.  They simply teach.  Teaching and learning are not somehow like two sides of a coin.  They are two different creatures, as far apart as reading is from writing.  Refusing to learn is unnatural to a child.  Refusing to learn about the Father, in my experience, has never been accomplished by anyone who loves Him.

Yep.  And, those he has justified, he will glorify.  That's why the only important factor for perfection is relationship with him.
