"full and complete punishment"
In 2 Thessalonians 1:8 - (He returns) "in a fire of flame, inflicting vengeance on those not knowing God and on those not obeying the gospel of our Lord Jesus" - the word translated vengeance (or punishment) includes the meaning "full and complete punishment" - word #1557:

If at the Lord's return occurs "full and complete punishment" - ekdikesis - then all the more reason for 'punishment' in 2 Peter 2:9 - kolazo - to better read "correction".

According to Revelation chapter 20, the resurrection of life occurs at the Lord's return, and the resurrection of judgment (kolazo - CORRECTION) occurs "after the thousand years"/millennium.
