I'm wondering the same thing..I'm banning every option I can on these, including IP..so it's either a network of different people, or somebody moving around or some other way to use different IPs.

Many years ago when I was a part-owner of an Office Equipment and Supplies shop, I would often give one of our latest catalogs to other businesses in town and then take the time to look around, thinking all the while "Hey, I might just find something among all this stuff that I really, really need/want". 

Oh yes, if the business had a NO SOLICITATIONS PLEASE sign in the window, I didn't go in... just sadly walked/drove to the next business... 

Well, it seems you're in... so why not look around, you might just find something or maybe some ONE ...
