I believe most of the UR scriptures are in the NT, with most of the OT being directed primarily to the Israelites as to their temporal condition as a nation/peoples of God.

The one that is apparently the focus of Acts 3 was spoken to and of the people of Israel, Deuteronomy 30:3    "the Lord your God will restore your fortunes, and will have mercy on you, and will gather you again from all the nations where the Lord your God has scattered you.".
Commentary - This verse essentially promises that God will bring his people back from exile and restore their land and prosperity.

The OT scriptures are given for "our learning", so I'd suggest it also applies/ties in with all the NT scrips that speak of UR.
The oldest known manuscripts agree with each other 99% of the time.  The scriptures, accurately translated, Spirit revealed - reliable.   Looking unto Jesus, the Author and Finisher of our faith.  Heb. 12:2
