Ruling with Christ

Just about everyone (ET, UR, ED) believes that the saved will rule with Christ. (Including priests and pastors)
If only the saved in this lifetime will rule with Christ and all those not saved in this lifetime
are going to eternal death or eternal torment
Who will the saved in this lifetime rule over?

I for one think we will rule over the people of the earth being kings and priests. The people of the earth according to rev20 did not live again until the 1000 years were up. Most christains take that verse to mean that the dead will be in their graves waiting to be resurected, but I for one believe that it means, the spiritual dead did not live again, until the 1000 years are up. Notice that after the 1000 years the great white throne is set up and this is where the dead people of the 1000 year peace are given eternal life.
