If Satan's really stealing souls away from God, why doesn't God just chain him down right now, like He does in Revelation 20:3?

I'll add to what Molly has said that this gets into the controversial issue for some people of a believer's ability to bind and loose in the Name of Jesus since 2Corinthians 4 indicates to many that Satan is blinding the minds of unbelievers.  So, as a part of 1Timothy chapter 2 praying, and what Jesus said in the Gospels about binding and loosing, you'd simply bind the devil's blinding influence in a believer's authoritative prayer over unbelievers and pray the Lord of the Harvest to send forth laborers into their lives with the exact expression of the Word and Power of God that they'd be most likely to respond to in faith.  And then just have faith in Isaiah 55 about the Word not returning to Him void, but accomplishing that for which it was sent, and as St. Paul teaches, just simply have ongoing thanksgiving at all times that you believe that it's done 'cause Jesus said in Mark 11:24 to believe you received when you prayed.  Jesus did say that the gates of Hell wouldn't prevail against the Church with the revelation of Jesus being the Anointed and the Son of God. 

So, even if Hell's supposedly growing in population every minute -- supposedly -- what's that got to do with the price of tea in China?  That doesn't absolve each believer from their prayer of faith, walk of love, and ongoing relationship with the Holy Spirit to be equipped for each life that Father God would make an issue for each of us as our responsibility.  I can't help wondering if the three tiered version of reality with heaven, earth, and hell were 100% accurate, if someone that really knows how to pray when they die winds up taking the scenic route straight down in order to go and get a bunch of 'em before going up into wherever heaven's supposed to be.

9And the third angel followed them, saying with a loud voice, If any man worship the beast and his image, and receive his mark in his forehead, or in his hand,

10The same shall drink of the wine of the wrath of God, which is poured out without mixture into the cup of his indignation; and he shall be tormented with fire and brimstone in the presence of the holy angels, and in the presence of the Lamb:

11And the smoke of their torment ascendeth up for ever and ever: and they have no rest day nor night, who worship the beast and his image, and whosoever receiveth the mark of his name.
