How shall they call on Him.. of whom they have not heard?

This verse - #14 - has been on my mind for a long time.. since the idea of ET is anyone not being reconciled to God during this brief life means all hope is lost.. But one of the things I would have to wonder is:

How could a God of "righteous judgment" merely cast away forever one who had never heard of Jesus!

Romans 10

13 For "whoever calls on the name of the Lord shall be saved."

14 How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher?

I mean, the idea is just totally chilling! i.e. Impossible. Unless one totally ignores God's pristine character.

I guess the idea is that He's so good, that somehow it's a good work to toss away thousands/millions? who never had a chance to "call upon the Lord" for they never heard who He is.. or heard about Him / were never told about Him..
