footnote in Amplified Bible on Hab 2:4

"There is a curious passage in the Talmud [body of Jewish civil and religious law] which says that Moses gave six hundred injunctions to the Israelites.  As these commands might prove too numerous to commit to memory, David brought them down to eleven in Psalm 15.  Isaiah reduced these eleven to six in Chapter 33:15, Micah (6:8) further reduced them to three; and Isaiah (56:1) once more brought them down to two.  These two Amos (5:4) reduced to one.  However, lest it might be supposed from this that God could be found only in the fulfillment of the law, Hab (2:4 kjv) said, "The just shall live by his faith" (William H. Saulez, The Romance of the Hebrew Language).

Romans 3
v 27   Where is boasting then?  It is excluded.  By what law?  of works?  Nay: but by the law of faith.

v 28   Therefore we conclude that a man is justified by faith without the deeds of the law.

v 29   Is He the God of the Jews only?  is He not also of the Gentiles?  Yes, of the Gentiles also:

v 30   Seeing [it is] one God, which shall justify the circumcision by faith, and uncircumcision through faith.

v 31   Do we then make void the law through faith?  God forbid: yea, we establish the law.

Ephesians 2
v 8   For grace are ye saved through faith; and that not of yourselves; it is the gift of God:
v 9   Not of works, lest any man should boast.

In the ancient Jewish mind was not believing what we find in a dictionary.
Believing is 'our' definition plus actually doing it.
Believing and following the law of the was required.
When the law wasn't followed from the heart but because of regulations it was already broken.

Rom 3:28 Therefore we conclude that a man is justified by faith without the deeds of the law.

Jas 2
23 And the scripture was fulfilled which said, Abraham believed God, and it was imputed to him for righteousness: and he was called the Friend of God.
24 You see then how that by works a man is justified, and not by faith only.

And it was impossible to obey the things of the Law because they had no Living Water. Obedience and belief were always intrinsic to the Gospel and that has not changed from the Beginning. The new thing Christ brought was empowerment to obey. The law is fulfilled by loving eachother in deed, not just in emotion.
