It reminded me of much how Traditional Religion is ran.

Frollo is the Holier than thou, Religious/Political leader who is more concerned about Dogma, Practices and the Letter of the Law.  He is a firm believer in eternal hell.  Yet he is very loveless, egotistical, and pessimistic.  He sees the whole world as being Wicked, but sees himself as righteous for obedience to all the Dogmas and ordinances. 

Quasimoto has been brainwashed and indoctrinated by Frollo into thinking that the whole world is Wicked, including Quasi.  However Quasi has the spirit of truth and seeks freedom, but is bound by all these dogmas and indoctrination.  But he sure has a pure desire to see the outside world. 

Esmerelda is an Outcast Gypsy seen as nothing but an unsaved Heathen.  However, she prays a pure prayer to help those who are suffering.  She does not see the impartial Legalistic God that Frollo or the churches preach about.  She probably does not even believe in Eternal Hellfire. But she ponders over whether God was an outcast.  As we know, Jesus was

Phoebus a soldier who had to go out and fight in wars comes back, and is forced to kill Gypsies.  Frollo forces him to go out and burn anyone suspected of aiding Gypsies, but Phoebus knows this is morally wrong, despite the fact a religious leader tells him to do so.
