I've, as a rule, used that expression to signify God's authority. When I go talk to my dad I go to see abba. When I'm in need of the right answer, I go before the throne. Not unlike the Catholic us of ex cathedra: which ironically enough means throne.
18 For ye are not come unto the mount that might be touched, and that burned with fire, nor unto blackness, and darkness, and tempest,
