I have heard a couple of times that there are people who have come and passed that never heard the message of Jesus. But what about these verses:
Romans 2:12-16(ESV)-12 For all who have sinned without the law will also perish without the law, and all who have sinned under the law will be judged by the law. 13 For it is not the hearers of the law who are righteous before God, but the doers of the law who will be justified. 14 For when Gentiles, who do not have the law, by nature do what the law requires, they are a law to themselves, even though they do not have the law. 15 They show that the work of the law is written on their hearts, while their conscience also bears witness, and their conflicting thoughts accuse or even excuse them 16 on that day when, according to my gospel, God judges the secrets of men by Christ Jesus
Romans 1:20(ESV)- For his invisible attributes, namely, his eternal power and divine nature, have been clearly perceived, ever since the creation of the world,[a] in the things that have been made. So they are without excuse.
Aren't these verses showing that no matter what, people are not excused for not giving their life to God?
Also, what about those before Jesus came to earth, died and was resurrected? Are they bound by these verses above as well? Thanks!

Nobody is excused, which is why everyone must be saved. The wrath of God spoken in Romans 1 is expressed this way:
Romans 1
24 Therefore God gave them over in the lusts of their hearts to impurity, so that their bodies would be dishonored among them. 25 For they exchanged the truth of God for a lie, and worshiped and served the creature rather than the Creator, who is blessed forever. Amen.
26 For this reason God gave them over to degrading passions; for their women exchanged the natural function for that which is unnatural, 27 and in the same way also the men abandoned the natural function of the woman and burned in their desire toward one another, men with men committing indecent acts and receiving in their own persons the due penalty of their error.That's everyone. That's the wrath of God upon all mankind since Adam was expelled from the Garden of Eden, and therefore, everyone is born with a carnal mind. Everyone is born into death and must move from death to live.
Those who never heard of Christ remained carnally minded, and remained in death. When the time comes, God will reveal himself to all mankind through "the sons of God."
Romans 8
18 For I consider that the sufferings of this present time are not worthy to be compared with the glory that is to be revealed to us. 19 For the anxious longing of the creation waits eagerly for the revealing of the sons of God. 20 For the creation was subjected to futility (according to Romans 1, by God himself), not willingly, but because of Him who subjected it, in hope 21 that the creation itself also will be set free from its slavery to corruption into the freedom of the glory of the children of God.
Anyone who never gave themselves to God, or knew Christ is part of that "Creation" who will be delivered from slavery into the freedom of the glory of the children of God.

Just came across a verse that puts it in a shorter way:
Jeremiah 2:19
Thine own wickedness shall correct thee, and thy backslidings shall reprove thee
