Consumed but still alive

Below 2 verses in various translations.
Verse 8 sounds like total destruction of many people.
But in the next verse those people are still alive and even worshipping God.
What's going on in those verses? In there a hidden teaching in them?
For example when God speaks/warns about total destruction (of the flesh) all he does is destroy stubbornness that stops many from worseship.

^KJVZep 3:8-9 8 Therefore wait ye upon me, saith the LORD, until the day that I rise up to the prey: for my determination is to gather the nations, that I may assemble the kingdoms, to pour upon them mine indignation, even all my fierce anger: for all the earth shall be devoured with the fire of my jealousy.
9 For then will I turn to the people a pure language, that they may all call upon the name of the LORD, to serve him with one consent.
