I think by 'disinterested' it means you don't have a conflict of interest--such as we will be altruistic to all those who vote for me, or who are a member of the party, or who are a certain color of skin, or whatever agenda one might hold as a reason to appear 'generous.'

In which case, you are not 'disinterested,' but have an interest in an outcome.
