The stuff with goats is that the OT teaches God accepts them as an offer. So they can't be bad?
Goats are used on the day of Atonement. One of the, if not the, most holy days of the year. They can't be so bad then?

I didn't really look into this but a goat is a desert (Exodus) animal. When  the Jews arrived in Jerusalem they switched to sheep? As said I haven't really looked into it so I could be wrong. If not can it be that goats represent old habbits. Wrong side of the Jordan.
